SCCS September Minutes: A Skincare Ingredient Watchlist

Newly published SCCS minutes flag ingredient assessments to track. Build an EU skincare watchlist with exact material identities, document status and review owners.

On 14 October 2026, the European Commission published minutes from the Scientific Committee on Consumer Safety (SCCS) working-group meeting held on 23–24 September. For skincare teams considering the EU market, the publication offers a dated view of ingredient assessments in progress.

The meeting record separates final-document discussions from draft opinions. Our practical reading is to use it to organise follow-up questions, then check later publications before making a formula or launch decision.

Three discussion points worth tracking

Under draft opinions, the minutes record the following positions at the September meeting:

  • Phytonadione Epoxide (Vitamin K oxide): the file and missing data were presented.
  • Hydroxycitronellal (QRA2): the committee planned a note to the applicant.
  • Salicylates: the minutes describe a comment on aggregate exposure to salicylic acid from salicylic esters for a preliminary text to be published later for comment.

These entries describe assessment work. They do not provide a new use limit or implementation date for a buyer's finished skincare product. The publication date of the minutes is also different from the date of the meeting they describe.

Match the exact material before escalating

Start with the current formula and raw-material records. Ask the manufacturer for the ingredient identity, supplier grade, concentration, function and product type for any material that may be relevant. Where a trade name or blend is used, request enough composition information for the responsible technical team to make the comparison.

A similar name is a reason to investigate, not a basis for substituting ingredients. Keep the material identifier beside the relevant assessment title and explain why the team considers it a match. If identity is uncertain, record that uncertainty before discussing reformulation.

Keep a status trail with the formula version

Give each watchlist entry a source link, meeting date, publication date, document status and review owner. Distinguish a meeting discussion, preliminary text and adopted opinion in the project record. Ask the regulatory or safety lead to check later SCCS publications and the applicable EU requirements separately.

This prevents a common handover problem: purchasing may be working from a recent news item while development is relying on an older technical file. Attach the review outcome to the specific formula version, intended use and target market so that a general monitoring note does not become an unsupported approval decision.

Set the next review before changing the launch plan

Ask the responsible team what new document or information would trigger another review. That might be a later opinion, clarification of the material identity, or updated supplier documentation. Agree who will monitor it and how the result will reach development, purchasing and the person responsible for market release.

Before requesting replacement samples, establish whether a change is needed for the actual project. If it is, evaluate the revised formula and packaging together and document the checks still required. A meeting agenda entry alone cannot establish the performance or readiness of an alternative formulation.

Build the question into your sourcing brief

When reviewing the Lanthome Skincare product range, keep your EU-market questions with the proposed product format and ingredient priorities. Share a project brief that identifies the documents and technical review you need. Any product-specific conclusion requires its own evidence and responsible review.
